Snape gives Harry a detention, which is sometimes just a way for him to watch over the boy who gets into so many shenanigans. Harry however, thinks the mean old Potions Master simply despises him. Maybe Snape does, but it's not about Harry being Harry. It's all about Harry being Lily's son, and so Snape will protect him. Making Harry hand scrub cauldrons is just a fun benefit.
